— OVERVIEW
Babcock Design partnered with Zions Landing Development Group, the City of Leeds, and the Shivwits Band of the Paiute Indian Tribe of Utah to lead master planning for this ambitious 1,000-acre destination development along I-15 in Washington County, Utah.
Working closely with the development team and key stakeholders, Babcock Design provided comprehensive master planning services including site analysis, land use planning, and conceptual design for a mixed-use resort community integrating four distinct districts: a Native American Cultural Center, the Jim Thorpe Collegiate Academy, Zions National Golf Resort, and the Paiute Athletic Recreation & Cultural Center (PARCC). The plan balances world-class sports and recreation infrastructure, luxury hospitality, residential communities, and cultural preservation within a cohesive, purpose-driven framework.
The master plan establishes a connected network of primary, secondary, and tertiary roadways, pedestrian and mountain biking trail systems linking to adjacent BLM lands, and a shuttle circulation strategy — all designed to serve a development projected to generate over $300 million in annual economic impact for the Southern Utah region.
