West Wendover sits at a crossroads — literally. Positioned along I-80 at the Nevada-Utah border, the city has long been a pass-through for travelers and an underserved community for the people who actually live there. The Downtown Master Plan changes that. Anchored by a new civic center and an extended Pueblo Boulevard, the plan creates a higher-density mixed-use district — retail, offices, restaurants, and a public plaza built for community events — that gives residents genuine gathering space and gives travelers a reason to stop. The goal was never just to build a downtown. It was to create the conditions for a community to recognize itself.
